West Virginia Commission on the Arts announces grant awards

The West Virginia Commission on the Arts (WVCA) of the West Virginia Department of Arts, Culture and History awarded $3,162,730 to 126 applicant organizations and individual artists (list attached) at meetings held in June and September, 2002. Grant recipients are located in 35 counties of the state.

To be eligible to receive grant funding, arts and community organizations, which may include museums, arts centers or galleries, and private schools must be non-profit with a 501(c)3 status. Public educational institutions, school boards, local or county government agencies and colleges and universities are eligible as well.

Individual artists who received funds from this grant pool did so under the Professional Development for Artists (PDA) program. PDA monies can be used to expand or improve the artist’s own work or to share that expertise with others. Arts organizations also are eligible for these funds, provided the money is used to expand or improve programs that support individual artists.

In addition to the PDA program, grants were awarded for Arts in Education (AIE) projects, arts programming and staff support. The AIE program encourages the development of comprehensive arts programs that affect the educational environment for all students and community members in West Virginia. AIE grants include Artist in Residence, Special Projects and Touring Grants.

The Cultural Facilities and Capital Resources Grant Program supports renovation, construction and purchase of performance, exhibition or artists’ spaces. In addition, special Challenge America grants were awarded this year to projects that demonstrate the benefits the arts bring to families and communities. The Challenge America monies include $90,000 in federal funds from the NEA, an increase of$50,000 over last year, as well as $45,000 from the West Virginia legislature.

Arts programming funds can apply to the Major Institution Support Program (groups with a minimum operating base of $1,000,000) as well as Mid-sized Arts Organizations (groups with budgets of $150,000 - $999,999). There is also a Re-granting, Touring, Performing Arts, Visual Arts, Media Arts, and Folk and Traditional Arts program which offer granting opportunities.

The staff support program offers funding for professional staff positions and arts management interns. Arts and community organizations, currently with or without professional staff, which have been in existence for a minimum of two years are eligible.

The Commission, established in 1967, works with artists, arts organizations, schools and community groups to foster a fertile environment for the artistic, cultural, educational and economic development of the state. It is a 15-member citizen advisory commission appointed by the Governor to serve staggered three-year terms.

The funds come from an annual state legislative appropriation. Additional funds for grants and services come from the National Endowment for the Arts and other private and public sources.
