Know all men by these Presants[sic] , that James Barker administrator of Silar Barker [illegible] appointed Cumberland Adkins my lawfull[sic] agent and attorney, to collect all or any moneys this is or may become [illegible] to said Estate from the said state of West Virginia for servises[sic] Rendered in 1861 & 1862, by said died as a Private in said Adkins Company of Home Guards and to do and act for me as though I was personally present[sic], signed sealed and delivered-
