Know all men by these presents
That
on this 27th day of September A.D. 1866 before are S.B. Grose a justice of the peace in and for Said County and State personly [sic] came Harvey Samples of Said county and state and who being duly sworn declares that he is the administrator of George Shamblin deceased who was amember [sic] of Captain William Kings Company of State militia of West Virginia and who died while in said service, That I hereby appont and Constitute J.M McWhorter of the city of Wheeling and state of West Virginia my attorney to sign my name to the pay roles of Said Captain King and to receive from the ---

                of the State of West Virginia any and all money due Said Shamblin on account of the services above rendered in the said Captain Kings Company and to do and perform all other Lawful acts that I would be required to do were I present in person hereby ratiflying and [unreadable text] all that my Said attorney may of shall Lawfully do in the [unreadable text] and I herby Empower my said attorney to procure a draft for the amount of any respective dues payable to the order of Ralph King Esqr in witnes [sic] whereof I [unreadable text] set my hand and seal this 27th day of September 1866, in presence of }           H. I A.J. Stephenson Clerk of the circuit court of Said County Certify that Harvey Samples has been duly appointed by the Circuit court of Said County administrator of George Shamblin due give under my hand this 25th day of October 1866

Be it remembured [sic] that on this 27th day of September 1866 before one the undersigned a justice of the peace in and for the county and state personly [sic] appeared Harvey Samples to me well known to be the administrator of the said George Shamblin deceased and further certify that I was well acquainted with the said George Shamblin and know that he did render the said service in said Captain Kings Company as is by him represented and I have every reason to believe other than personaly [sic] knowledge that he died while in said the service of said company and that I have no interest in this claim
