Governor of Virginia,

Doddridge County:

I, a captain in the 180th regiment of Virginia militia do hereby certify that on the 11th day of April 1863 at John Sivery's mill I superintended the election of a second lieutant of one of the companies of that regiment when all the votes of all the members of the company being given viva voca [?] was found to be informed of Lilas B Mcmillan who was thereby duly elected Second lieutenant of the said company to fill a vacancy occasioned by the removal of Augustus Coffman the former lieutenant out of the 1 district; that majority of the persons included to vote were present and that the election was fairly and justly conducted.

Given under my ^hand this 13th day of April 1863
