Some of my men while scouting in Calhoun County last week took a horse from some parties these said horse was left there last fall by some of the Rebel Gen John Morgans men that escaped acr of the Ohio River below Parkersburg and traveled stray to that county
The parties that had said horse in [?] are disloyal but said rebbels took a horse at the same time from these parties that the Rebbel General Jones left with them in April of May 1863
What [?] position should I make of said horse

If it is certain that the horse [crossed out word] was left by Morgan's men that the horse in possession is disloyal it is right to take the horse & dispare of him for the use of the state - and would have the account of sale - but [?] will instead Capt. Wiant that, for the future, his men must not take property from citizen any person except rebels found in area-
It is not for them to go around the county settling the right - of a the property citizens who are at have attending is their [?]
