In obedience to verbal orders of the Colonel Commanding Brigade, I inspected Capt. Wyant's[sic] company of state scouts, while at Glenville Gilmore Co WVa on the 9th inst.

This company has been organized since May 1864, has no regular quarters, men are scattere'd [sic] about town, under no discipline drill or system of military instruction. Arms & Recoutriments(?) very dirty.
From the general appearance of the command, I deem it a worthless organization unless it be placed in some state of discipline and under some system of military instructions. Capt Todd 17th ?? Infy, says, "When he arrived at Glenville he found the Company quartered in the Court House and about Twenty men present, their quarters were ver dirty and unhealthy.
The citizens complain of their passing houses frequently and unnecessarily and commiting other depridations.
