Wheeling, Sept. 6, 1864.

Gov. A. I. Boreman,

Sir: According to your directions I started on the morning of the 25th ultimo, with the Paymasters, for the purpose of visiting the West Virginia troops, then in the vicinity of Harper's Ferry.

As there was no train leaving Baltimore for Harper's Ferry until Monday morning, I took the Saturday evening train and visited the Hospitals at Frederick, Md., the result of which visit I have already reported to you, together with a list of our sick and wounded soldiers there receiving treatment.

Thence I proceeded to the front, at Charlestown, where I found our West Virginia troops under the command of our new and efficient Department Commander, Brevet Major Gen. Crook, with his brave and able division commanders, Cols. Thoburn and Duval, both of whom have justly won promotion.

All the unpaid Virginia troops were paid up to April 30th, leaving two months unpaid.

The 1st, 4th, 12th and 14th Infantry, and the reenlisted veterans in Camp of the 11th, were paid, and the money sent home by me, amounting to about seventy-five thousand dollars, I will pay out immediately.

The condition of our troops in the field is much better than at the time of my last visit to them. They are in good spirits, willing to march or fight - anxious to help put down this infernal rebellion, and then return to the loved ones at home.

I am under many obligations to Major Walker, the efficient and obliging Paymaster and his faithful and accommodating clerk, for valuable aid rendered me in the discharge of my duty.

I close with this observation, that the more thorough the efficiency of our troops the more prompt the efforts to have them paid.
