Sirs: While on a visit at this post, I was surprised to hear so much complaint by the members of the Rosecrans cavalry, commanded by Capt. W. B. Shaw, about their pay, which induced me to make some enquiry about it. I find that the most of this company has been in service about or nearly six months and have not received any pay; that their pay rolls were made out to the 31st of December, and 28th of February, and sent to the Paymaster at Wheeling, but no pay, while some of their families are suffering for want of it; which seems hard, more especially, as several companies of the 5th and 6th Virginia Infantry have been paid twice within that time by them. Whose fault is it, that this company has been passed by? It certainly should be the duty of the Paymaster to examine and see that those companies which have been longest without pay, are first paid. The excuse cannot be want of funds? If so, how could the 5th and 6th be paid twice during the same period?
Upon further enquiry, I find that this company is deserving of better treatment, for they have seen a great deal of hard and dangerous service this winter, scouting in Hampshire and Hardy counties, and at times, having brought in some of the noted Sheet's cavalry as prisoners.
A detachment of 40 men from this company are now serving at Moorfield under the command of their 1st Lieutenant.--This company was attached to the 1st Virginia cavalry up to the 1st of March last, but now forms part of the 3rd Virginia Mounted volunteers, a new regiment, as I have just heard, to be under Major Lowrie McGee.
