Cultural Facilities and Capital Resources grant awardsBy Rose McDonough The WV Department of Arts, Culture and History and the WV Commission on the Arts are proud to announce the recipients of the FY03 Cultural Facilities and Capital Resources grant. The grant, now in its third year, attracted a wide variety of applicants that ranged from theater renovation, amphitheater construction, HVAC renovation and ADA improvements to capital purchases. Thirteen applications were submitted; each proposal was reviewed by the grant panel on August 15, 2002. Panel members for the FY03 grant round were: Susan Stevenson Landis, member WVCA, panel chair; Executive Director, Beckley Area foundation, Beckley, WV; Donald Blancett, Facilities and Endowment Program Manager, Florida Department of Cultural Affairs, Tallahassee, FL; Kevin Sutton, AIA, architect US District Federal Court system, Wheeling, WV; and Dr. David Wohl, Chair, Arts and Humanities Division, West Virginia State College, Institute, WV. On September 10, 2002, the WV Commission on the Arts reviewed the grant applications and panel suggestions. The WV Commission on the Arts approved $1,906,239 in awards to nine arts organizations and two school/community arts projects. The deadline for FY2004 Cultural Facilities and Capital Resources grant applications is July 1, 2003. There is an April 1 letter of intent deadline. New applicants (those who do not have a funding history with the WV Commission on the Arts) must apply to the Director of Arts for a waiver in order to be considered. Due to amendments to Legislative Rule Title 82 Series 7, in effect July 3, 2002, the Cultural Facilities and Capital Resources grant has expanded funding opportunities to include history museums as a second priority. In addition, a fast track ADA and emergency grant component has been added with funding levels of $2,000 to $10,000 to assist arts and history organizations to make renovations to promote universal design for full usage by all and to respond to repairs required by equipment failure or as a result of natural disasters. Minimum and maximum grant amounts for individual applications are changed to $2,500 and $500,000 respectively. The cumulative award for a three-year multi-phase project is set at $750,000. West Virginia is one of only a few states to grant funds for acquisition of real property, construction, renovation, ADA improvements and capital purchases. In addition, this grant may be used to make purchases of capital equipment such as sound and lighting equipment, dance flooring, musical instruments, as well as adaptive listening and viewing devices. Due to the size and complexity of the application, it is suggested that applicants begin planning now for applications to all future grant rounds. Priority willl be given to projects that: • Increase public access to the arts and
